The Gauteng Department of Education on Monday received a preliminary report into the allegations of racism and sexual harassment at the Hoërskool Jan Viljoen in Randfontein.
The school made headlines earlier this year after violent videos accompanied by racial slurs circulated online which plunged the school into chaos leading to community protest.
MEC for Education, Panyaza Lesufi appointed Specialised Security Services to investigate the incident.
The report by the Specialised Security Services confirmed that third parties were involved and recommended that disciplinary processes be taken against identified, and newly identified learners.
It recommended that the school must establish of a grievance committee to manage conflict and prevent it from spiraling out of control.
Furthermore, the school should implement diversity programmes and training for learners to improve their understanding of one another and mitigate violent incidents.
Lesufi who welcomed the report said the department's Legal Services Unit will consolidate this report with previous sexual harassment and the outstanding South African Human Rights Commission reports.
A final report that reflects a framework and work plan to assist the school to implement recommendations will then be shared with the school community, he said.
Lesufi noted that some learners have misbehaved and shown disrespect towards educators since the incident took place.
Such conduct, the MEC said, will not be tolerated in schools and urged parents to also instill discipline.
"We have chosen to take a reconciliatory, unifying, and non-racial South Africa approach.
"Those that want to reverse the reconciliation and social cohesion agenda, and everything that we have done to build this South Africa will be isolated because the majority wants to live in a country where we all respect each other's rights," said Lesufi.
