Delivering
the 2020/21 Department’s Budget Vote, MEC Jacob Mamabolo indicated that to improve
efficiencies in the movement of people and goods, the province will need expand
its road network. 
“We need
to expand the road network to connect new nodes and improve efficiencies in the
movement of people and goods. These new links are expected to be equipped with
an Intelligent Transport System integrated into other systems, forming a Smart
City to Develop Class 1 (freeway) network, which forms the backbone of
road-based mobility”.
The MEC
also revealed that over the past year, the Department has spared no effort in
fast tracking the establishment of its infrastructure planning house to bring
under one roof all data relating to the performance of all projects, both
capital expenditure and maintenance.  
He added
that in this financial year, the Department will be upgrading the province’s
major arteries namely the P158/2 (R28), N4, N3, R24 and the P156/1(R59). 
As part
of long term plans to improve province wide mobility, the Department has
identified a number of freeways to be constructed in the short to medium term
that includes the PWV9, PWV2, PWV5, PWV13, PWV15, PWV16, PWV17 and PWV3. In the
short term, the Department will prioritize the construction of the PWV15 from
the R21 to the N12 in the Aerotropolis area to support the OR Tambo International
Airport (ORTIA) midfield terminal, freight movement from the N3 and the
Tambo-Springs terminal. This, it is expected, will also go a long way to
support the development in Ekurhuleni’s light industrial sites.
