The Gauteng Department of Roads and Transport (GDRT) and North-West Community Safety and Transport Management (NWCSTM) convened to iron out issues relating to efforts to get North-West Transport Investment (NTI) working again. This was achieved through the development of an implementation protocol. The meeting was held on Friday, 07 July 2023 at the King’s Palace Hotel, Rustenburg, North-West Province.
This exercise was initiated after North-West Transport Investment (NTI) Bus Company, established 50 years ago, began experiencing financial challenges and has led to voluntary business rescue. This further negatively affected commuters mainly in the areas of Hammanskraal, north of Tshwane.
The implementation protocol, in the main, extends the principles of participation and co-ordination between GDRT and NWCSTM terms. It further talks to programmes that transcend conventional organisational boundaries in planning, budgeting, and implementation.
The objective of the meeting, in its entirety, was to ensure the NTI is recovers from financial distress and can continue to deliver on its public mandate of providing transport to communities. With the implementation protocol in place, this will lead to promotion of good conduct, integration, participation, co-operation, and co-ordination between both departments.
This is not limited to aspects such as the exercise of statutory powers, performance of a statutory function, the development and provision of a service, implementation of operation, and managing a joint programme at best.
n his presentation Mr Aubrey Motubatse, GDRT’s Deputy Director-General (DDG) of Transport Branch, the two departments, through the technical task team, will work tirelessly to ensuring the sustainability of the entity and the continued provision of commuter transport services. “To accelerate resolving issues faced by NTI, the meeting has agreed to meet on weekly basis”, added the DDG.
