MEC for Human Settlements, Urban Planning and CoGTA, Lebogang Maile has expressed his concerns over Gauteng's newly elected Executive Mayors' failure to appoint their Members of the Mayoral Committees (MMC).
"The delay by executive mayors to appoint their mayoral committees has far-reaching ramifications on both the integrity and governance of the municipalities," Maile said on Tuesday.
MEC Maile has written letters to the Executive Mayors of the City of Johannesburg (CoJ), City of Ekurhuleni (coE), City of Tshwane (CoT), Emfuleni, Lesedi, Rand West City, Mogale City and Merafong City in this regard.
Coalition talks have been cited as the major reason to these delays.
"This is quite a long time and can without doubt lead to instability or compromise the provision of basic services to the inhabitants of the affected municipalities. This is so in order to ensure that there is no vacuum at executive level at local government," said Maile.
The MEC has requested all the executive mayors to provide him with a written response within three days on when they will appoint the committees.
In addition, MEC Maile has requested the mayors of CoJ and the CoE, to further provide clarity on whether they indeed took a decision to place a moratorium on the filling of vacancies and if so, on what statutory basis was such decision taken.
Maile said assuming that their decisions (to place a moratorium on the filling of vacancies) was lawfully taken, did they report to the Municipal Councils such decisions as demanded by section 56(5) of the Structures Act.
